IR35: HMRC promise soft landing?

I read at the weekend that our new Chancellor has spoken to HMRC too seek assurances that the new off payroll rules get introduced gently. HMRC offer their own assessment tool which over on gov.uk which can be used to assess whether you are deemed employed are not. HMRC guarantee to stand by its results but it will only get it right 85% of the time.
